Regional Minimum Wage Recommendations for 2025

The Ministry of Health, Labour and Welfare (MHLW) has compiled the revised regional minimum wage amounts for FY2025, as recommended by the Regional Minimum Wage Councils established under the Prefectural Labour Bureaus.

Details of the revised amounts and their expected effective dates are provided in the attached document.

These recommendations are based on the “Guidelines for the Revision of regional Minimum Wages for FY2025” presented by the Central Minimum Wage Council, an advisory body to the Minister of Health, Labour and Welfare, on August 4, 2025.  Each Regional Minimum Wage Council conducted its own investigations and deliberations before issuing its respective recommendations.

The recommended revised amount will become effective sequentially between October 1, 2025, and March 31, 2026, after undergoing procedures regarding objections from relevant labor and management parties at each Prefectural Labour Bureau.

In view of the foregoing, all employees, principals, accepting organizations and supervising organizations are advised to take the new minimum wage into consideration when computing for their workers’ salaries and wages.

Likewise, MWO-Osaka will refer to the New Minimum Wage in the evaluation, verification and approval of applications received.
