Good News – MWO Osaka Labor Outreach Mission – Fukuoka Prefecture (March 27–29, 2026)

The Migrant Workers Office (MWO) Osaka conducted a three-day outreach mission in Fukuoka Prefecture, engaging Filipino workers (OFWs) and employers in the agricultural sector.

The mission included worksite visits to farms employing Filipino workers, where positive working conditions, supportive management, and good living accommodations were observed. Workers expressed satisfaction with their environment and shared plans to apply their acquired skills in the Philippines in the future.

Consultations were also held with over 15 OFWs and employer representatives. Key topics discussed included:

  • Employment contract details and documentation requirements
  • Processes for returning workers and transitioning from TITP to SSW
  • Updates on the upcoming Employment Skill Development Program (ESDP) by 2027
  • Requirements for Overseas Employment Certificate (OEC) processing

Employers and cooperatives raised concerns regarding:

  • Future policies under ESDP
  • Possible sectoral restrictions and worker quotas by 2028
  • Increased competition across industries

As an outcome, MWO Osaka plans to conduct a financial literacy and reintegration seminar/workshop in July 2026 for farm workers in collaboration with relevant agencies. The activity will also include orientation on ESDP and continued assistance on worker documentation and coordination.
