Osaka, Japan – The Migrant Workers Office (MWO) in Osaka proudly announces the official assumption of office of Atty. Manuel M. Dimaano, R.M.E., LL.M., CESE, as the new Labor Attaché II and Head of MWO Osaka. His arrival in Osaka on 02 June 2026 marked the commencement of his official duty at the said Post.
Atty. Dimaano brings with him 27 years of distinguished experience in public service particularly in the fields of law enforcement and overseas labor and welfare administration. He also served as the Labor Attaché and Head of Migrant Workers Office of Abu Dhabi, UAE in 2020 and in the State of Kuwait in 2023 during the height of unprecedented challenges. His commitment to deliver efficient and responsive services greatly contributed to the welfare and protection of Overseas Filipino Workers (OFWs) in the said jurisdictions.
A member of both legal and engineering professions, Atty. Dimaano passed the Supreme Court administered Bar Examinations in 2011 and obtained his Master of Laws degree at the Pamantasan ng Lungsod ng Maynila in 2016 with distinction. He is likewise a licensed Mechanical Engineer, having successfully passed the Board Examinations administered by the Professional Regulation Commission (PRC) in 1990.
Before joining the Philippine Labor Attaché Corps, Atty. Dimaano served as Chief of the National Bureau of Investigation where he received numerous prestigious awards and commendations for his notable achievements, outstanding performance, and dedication to public service.
Moreover, Atty. Dimaano was conferred with the Career Executive Service Eligibility (CESE) by the Career Executive Service Board (CESB) in 2019 after passing the prescribed examinations for career executives and finding him to possess the required managerial capabilities. He has also successfully completed the SALDIWA and GABAY Training Courses, which include Community Engagement Modules to strengthen key leadership and managerial competencies of career executives via real-life and community immersions, under the Career Executive Service Leadership and Management Proficiency Program.
As Head of MWO Osaka, Atty. Dimaano commits to strengthening the programs and services for Filipino migrant workers in Western Japan and advancing their protection through sustained dialogue and collaboration with stakeholders.
His appointment marks not only a leadership transition but also the continuing mission and commitment of the Department of Migrant Workers to protecting the rights and promoting the welfare of OFWs guided by its core values of providing services with Compassion, Integrity, Transparency, and Excellence.
