GOOD NEWS – Virtual Consultation Meeting with the Filcom Leaders on Japanese Language Proficiency

Osaka, Japan – Recognizing the need to strengthen the Japanese language proficiency of overseas Filipino workers (OFWs) who are already working in the Western and Central Japan through programs that support their long-term professional development and daily life adaptation, MWO Osaka Labor Attaché Manuel M. Dimaano took the initiative to partner with TESDA National Language Skills Center (TESDA-NLSC) for the conduct of Japanese language proficiency training programs and other developmental interventions through online platform for OFWs in his jurisdictional prefectures which aims to enhance their Japanese language proficiency/communication skills, increase their opportunities for career advancement and successful integration into Japanese society.

The initial virtual meeting between MWO Osaka and TESDA NLSC on the collaborative project resulted in a consultation meeting arranged for and attended by leaders/representatives of various Filipino community groups. A presentation was made by Ms. Mitzi G. Samson-Andriano, NLSC Administrator and Chief, on the different language competency standards, training modalities, and Japanese language proficiency programs being offered by NLSC.

Due to varying levels of Japanese language proficiency, occupational responsibilities, learning objectives, and work schedules, MWO Osaka and TESDA NLSC deemed it proper to conduct a Training Needs Analysis (TNA) survey first before implementing any training intervention.

As soon as possible, the TNA survey will be disseminated to the OFWs that are currently working within the prefectural jurisdictions of MWO Osaka, through their employers, for their honest and accurate response – the result of which will determine the participants’ current language proficiency, certification goals, workplace communication requirements, preferred learning modalities, and availability for training. This will then serve as a basis for designing a learner-centered, competency-based, and flexible training programs that will effectively address the needs of Filipino workers in Japan while ensuring the efficient and responsive delivery of training resources.

The partnership between MWO Osaka and TESDA NLSC underscores the shared commitment of both offices to enhance the employability and professional development of OFWs through quality language education that responds to the evolving demands of Japan’s Labor market. This program also reinforces the Philippine government`s continuing commitment to promoting lifelong learning and strengthening the global competitiveness of the Filipino workforce. END
