Osaka, Japan – The Migrant Workers Office – Overseas Workers Welfare Administration (MWO-OWWA) held a successful Online Seminar on Cyber Security and Cyber Fraud/Online Scam Awareness for OFWs on 01 August 2026 from 1:30pm to 5:30pm in collaboration with the National Bureau of Investigation (NBI) – Cybercrime Division through a hybrid session to maximize participation and for wider information dissemination.
The seminar is an initiative of MWO Osaka, in collaboration with the NBI Cybercrime Division, in line with our mandate of protecting and promoting the well-being of our Filipino migrant workers which aims to foster awareness and empower Filipino migrant workers overseas to prevent them from falling victims of cybercrime.
Simultaneously, a face-to-face session was held at the MWO Office in Osaka and simulcasting the program live on MWO Facebook page for wider reach.
Consul General Donna M. Rodriguez, of PCG Osaka, virtually appeared and graced the activity with her message to the participant-OFWs. She commended the MWO Osaka and the NBI for initiating this timely and significant undertaking which reflects the shared commitment of the different Philippine government agencies to advancing the welfare and protection of Filipinos overseas by promoting greater awareness, digital responsibility, and resilience against cyber fraud and online exploitation
Labor Attaché Manuel M. Dimaano delivered his opening remarks and emphasized that “Cyber security is not just about technology; it’s about people making smart choices every day.” And in the digital world, awareness is our first line of defense, and knowledge is our strongest protection”. He also said that, “The seminar is not about creating fear of technology. Rather, it is about building confidence by learning how to outsmart the scammers in the digital world through their modus operandi and to adopt safe online habits to avoid being victimized by cybercriminals”. He encouraged OFWs to protect their personal information and identity for the protection of their hard-earned money and their family’s future and to actively participate in the session by asking questions for clarifications.
The resource speaker, Agent Jay Salanguste, is a Digital Forensic Examiner assigned at the National Bureau of Investigation-Cybercrime Division. His discussion of related topics highlighted the program which include: current cybersecurity statistics, cybersecurity threats, password safety, email protection, internet protection, Facebook security tips, cybercrime awareness, and practical measures to protect personal information and financial assets. The lecture equipped participants with valuable knowledge on recognizing cybercrime tactics, safeguarding their online presence, and responding appropriately to suspicious online activities.
The said activity earned overwhelming positive comments and appreciations from both the viewers and those who attended the face-to-face session at the MWO Office.
